Welcome to DEHIC’s webpage and the DEHIC Trustee Handbook, January 2024 edition.

The handbook contains important information regarding the origin and operation of the Dutchess Educational Health Insurance Consortium and your role as a Trustee or Alternate Trustee.  For nearly 40 years, DEHIC has had the privilege of serving a diverse population of employees and their families located throughout Dutchess, Ulster, and Sullivan Counties.  We look forward to continuing this service and working with you to manage this essential operation.

Our guiding documents, such as the DEHIC Trust Agreement, Bylaws, Eligibility Memorandum, Standard Reports/Analyses, etc. are here in one complete location for your reference.  We believe you will find the material helpful to understanding how the consortium works . . . whether you are a seasoned Board member or have been newly appointed. As the materials are amended over time, this site will be your resource for the updated information.

You’ll see that we have also provided foundational information regarding health insurance, why it exists, common funding arrangements, and the theory on how risk is shared among the health insurance stakeholders.  We have found that understanding these basic details leads to better decision making and outcomes for all participants.
